Most Saudi customers browse and search in Arabic. We design the Arabic version as the main layout and treat English as the second language, unless your audience is mostly expatriate or international. That changes the order of the work. Wireframes are drawn right to left, fonts are chosen for Arabic legibility, and the English pages are then adapted from that base.
Arabic keyword research is not a translation of an English keyword list.
